Mmk now I have a more relevant question. I downloaded the file needed to create my Uniform. How do it begin putting things on my uniform such as my rank.

Maybe you can help me. Alright I made the uniform with the proper tool. I saved it. Its a bmp file. I put it through the converter and turned it into a jpg file but I can't find the actual jpg file onlyhe original bmp file. I am so confused. I shall continue to fidle but hopefully you can help.

Heh, use the find file thing in Windows (it's in your start menu) to locate it. You can upload it to your profile with Admin once you know where it is.
