why cant the ncos make polls?

i cannot make a poll i think that the high command is just locking the NCOs out of the polls

First of all - no we aren't. As far as I know, one can only create polls in certain forums. And btw - I guess you haven't read the lines on top of the "join up form":

Please do not use common Star Wars names ('Palpatine', 'Thrawn', 'Skywalker', etc), nor ranks/positions/titles ('Admiral', 'Darth', 'Dr', etc), nor characters such as ', ", or _. Please avoid the use of numeric characters (1234...), as well. Cadets with names who violate these restrictions will not be allowed admittance to the Academy. As the Galactic Empire is a roleplaying and gaming group, please try to come up with a realistic name, and one that does not include numbers. Be creative!

Polls are probably only allowed in certain forums, as the Captain said (I would assume officers lounge). Secondly, Private, you are probably more than right that the High Command is locking others out of creating polls -- that is there prerogative, and if they wish to do so, then they can. (Mind you, they're just doing it to control how the forum works, not to intentionally keep people from creating polls.)
