You can file a promotion request to LCL Hennings, and if he approves, then yes.

Lieutenant, I've sent an email out to all officers in the Army today, including yourself. It contains basic information on promotions and issuing them.

As I said at the end of that email, specific questions on promotions can be directed to either myself or General Branet.
