Funnily enough, no one has said otherwise. Longstreet said that he's not sure and not only did I say "Yes, you can.", I also outlined the procedure to follow, namely tell your superior or a division commander. To clarify further: It is the imperial counsel (a division commander acting in the capacity of the ISB General) who convenes a court martial when reports of violations are brought before him.
