This patch enables shields for all TIEs as per GE:ER mandate on all platforms.

INSTALLATION:
(EXE) Simply run Shields.exe from any location. When a platform is selcted, the installation directory will be automatically detected.
(Xmod) If using XIS, load the .xmod as you would normally.

UNINSTALLATION:
(EXE) Run Shields.exe again and you will be asked to either uninstall or reinstall.
(Xmod) Unload as you normally would using XIS.
